We are responsible for preparing and maintaining a register of brownfield sites, as per the Town and Country Planning (Brownfield Land Register) Regulations.

The Register consists of two parts:

  • Part 1 - all sites which are "suitable", "available", and "achievable" for residential development which could be delivered within 15 years. This does not affect a site’s status. For example, for any development to take place, planning permission would still need to be granted.
  • Part 2 - any sites which are given "permission in principle". Inclusion on part 2 grants planning permission in principle for residential development (the scale determined by the Councils) and the land owner/developer will have to apply for "technical details consent" before any development can commence. No sites currently have this status in the Borough.

To be regarded as suitable for inclusion on the Brownfield Register, sites should meet the following criteria:

  • Comply to the NPPF definition of previously developed land
  • Be available, developable or deliverable
  • Be able to accommodate five or more dwellings
  • All constraints on the site must be able to be mitigated
